Lesley Jordan
Chief Executive Officer
Lesley joined Communities at Work as Chief Executive Officer in October 2025, bringing over two decades of leadership and a wealth of experience across government and For-Purpose sectors in health, community, aged care, and human services.
Over the last decade she has held executive roles with organisations such as HeartKids Limited, Newcastle Anglican, Community First Step, and Twilight Aged Care, where she led strategic transformation, strengthened governance, and fostered sustainable growth. Most recently, Lesley served as Director of the Quality Care Pharmacy Program.
Lesley holds a Master’s in Health Management, a Diploma in Applied Science (Nursing), qualifications in Women’s Health Nursing & Midwifery, and is a Graduate of the Australian Institute of Company Directors.
Driven by a passion for meaningful leadership and positive change, Lesley is committed to guiding Communities at Work in achieving its strategic goals, enhancing community impact, and supporting the wellbeing of children, families, and individuals across Canberra.
Outside of work, Lesley enjoys spending time with family (including 4 grandchildren), travelling both within Australia and overseas, and is active regularly kayaking and hiking around Canberra.
George Kadmos
Chief Operating Financial Officer
George assumed the role of Chief Operating Financial Officer in October 2023, responsible for the overall financial, ICT, marketing and communications, facilities, and the management of the organisation, providing leadership and direction to the organisation.
George brings extensive strategic planning and management experience across both nonprofit and for-profit sectors. He has a strong track record of building high-performing teams and fostering positive workplace cultures, underpinned by excellent negotiation skills and the ability to engage effectively with internal and external stakeholders. His expertise in financial management, human resources, and procurement will be instrumental in guiding Communities at Work through this period of transition.
Outside of work, George enjoys an active lifestyle through swimming, cycling, and cricket. He’s also a keen amateur historian, with a deep interest in exploring historical narratives.
Kellie Stewart
Executive Director, Children’s Services
Kellie oversees 11 Early Education and Care Services, 19 Out of School Hours Care Programs, 13 School Holiday Programs, and +50 Family Day Care Educators, for Communities at Work. Kellie’s Management and Leadership Teams lead the delivery of early education and care to over 4,000 children in the ACT. A long-standing advocate of cultural competence, child rights and the positive outcomes of childhood education, Kellie has worked at all levels of Early Education and Care. Her long and varied career began as a high school student completing a Certificate II in Child Care and spanned into opportunities for career and qualification progression throughout the last 25 years in the sector. When not leading the Children’s Services of Communities at Work, Kellie loves nothing more than spending time with family and friends, travelling and gardening.
Paul Zagami
Executive Director, Corporate Services
Paul Zagami was appointed Executive Director of Corporate Services in October 2025, providing leadership and direction to the Corporate Services functions. Prior to this role, he served as Senior Manager of Business Development, being responsible for marketing research and strategic advice.
Paul brings a wealth of experience across financial, commercial, and public policy roles in the private, government, and nonprofit sectors. He is known for his analytical mindset and strategic approach, with a particular passion for data-driven decision-making. His leadership and cross-sector expertise will be key in supporting Communities at Work’s operational and financial priorities.
Outside of work, Paul enjoys an active lifestyle and embracing the joys and challenges of having a young family.
Luci Henson
Executive Director, HR Services and Recruitment
Luci Henson joined Communities at Work as Executive Director, HR Services and Recruitment on 25 August 2025. Luci brings extensive corporate and human resource experience, having worked across a number of Commonwealth agencies, with expertise in strategic and operational human resource management, recruitment, workforce planning, policy development, case management and employee relations.
Apart from her tertiary qualifications, Luci has accreditation in PROSCI Change Management, is a Certified Practitioner in Human Resources (CPHR), and an accredited organisational coach. In recognition of her outstanding contribution to building a strong people culture, she was awarded the Australia Day Achievement Medal in 2021 by the AFP Commissioner.
Luci leads the organisation’s HR Services and Recruitment functions, supporting the development of a strong, capable, and values-driven workforce. She is also a passionate advocate for good governance and risk minimisation to drive excellence in people practices.
Passionate about empowering HR professionals and giving back to the Canberra community, Luci is committed to fostering excellence and inclusion across the organisation. In her free time, Luci enjoys road trips, travelling and spending time with her family.
Tim McNevin
Principal, Galilee School
Tim McNevin has more than 25 years of experience in leadership, management and training in business, government, education and not-for-profit sectors. Tim has formal qualifications in further education and has been a tertiary lecturer in the management as well as the operational service areas of the hospitality industry. He holds formal qualifications in life coaching, management, human resource development, training and career development.
Appointed as Principal of Galilee School since the beginning of 2017, Tim has a vision for the school that sees growth and development of the students, the staff and the facilities. Tim is passionate about working with people to help them identify and reach their goals, helping them overcome difficulty and adversity and walking with them to greater levels of satisfaction, performance and effectiveness.
Outside of school Tim is committed to his family, his faith and his Cricket Club.
Chloe Brewer
Executive Manager, RTO (Cple) | Interim Executive Director, Community Services
Chloe leads Cple (Centre of Professional Learning and Education) to deliver high-quality, innovative training within the Canberra region. Chloe joined Communities at Work in 2013 as an Early Childhood Educator, where her passion for the education sector flourished. After leading many of the educational teams across Children’s Services, she moved into the vocational education sector. Her role as Trainer/Assessor provoked her interest in adult education and supporting others to discover their own career passions and personal strengths. In 2022, Chloe represented the organisation at the ACT Training Awards as VET Teacher of the Year Finalist, where she was able to continue to advocate for the VET sector.
Under Chloe’s leadership, Cple has explored innovative approaches to education and implemented new business initiatives. As a result, Cple was awarded the ACT Small Training Provider of the Year in the 2025 ACT Training Awards.
In January 2026, Chloe is stepping in as interim Executive Manager, Community Services, bringing her creative thinking and innovation to our programs.
As a neurodivergent leader, Chloe is an advocate for accessible education and strives to create inclusive environments. Outside of work, Chloe can be found running her family farm and immersing herself in renovation projects.
